The Federation of Peoples' Sustainable Development Cooperative (FPSDC) is a national secondary cooperative federation based in Quezon City, Philippines, committed to promoting inclusive, sustainable, and people-centered development. Established in 1998, FPSDC supports a broad network of member cooperatives and people's organizations across Luzon, Visayas, and Mindanao by providing both financial and non-financial services aimed at poverty reduction, social enterprise growth, and cooperative empowerment.
Organization Background
FPSDC was formed through the consolidation of like-minded cooperatives and NGOs with a shared vision of creating a self-sufficient and socially responsible economic system. Over the past 25 years, FPSDC has evolved into a central figure in the Philippine cooperative movement, offering specialized programs that enhance the viability, reach, and sustainability of grassroots enterprises.
Under the leadership of Christie Rowena C. Plantilla, the cooperative has expanded its services and network to over 125 active member-organizations, which collectively impact thousands of smallholder farmers, micro-entrepreneurs, and underserved communities.
Core Services and Programmatic Areas
FPSDC delivers a comprehensive suite of services categorized into three main pillars:
1. Financial Services
Socialized Credit – Lending schemes designed to promote accessibility for cooperatives and marginalized sectors.
Enterprise Loan – Capital financing for social enterprises and agribusiness cooperatives.
Institution Building Loan – Loans tailored for cooperative infrastructure and operational expansion.
Bridge Financing – Interim funding for project continuity and operational gaps.
Investment Facility – Pooled capital investment for productive ventures and cooperatives.
2. Non-Financial Programs
Capacity Building – Training workshops, leadership seminars, and financial literacy for members.
Distribution & Logistics Services – Supply chain support to help members reach broader markets.
Cooperative Housing (Co-op Ville) – Community-based housing development projects enabling member access to affordable, cooperative-owned homes.
3. Social Franchising (HIVE)
HIVE (Handholding in Viable Enterprises) – A social franchising model that replicates successful enterprise models among cooperatives, including product development, marketing support, and quality assurance frameworks.
