The Philippine Statistics Authority (PSA) is the central statistical authority of the Philippine government, responsible for the collection, compilation, analysis, and publication of official statistics on economic, social, demographic, and general affairs of the state. It also oversees the implementation of the Philippine Identification System (PhilSys), the country’s national ID program.

Formed by virtue of Republic Act No. 10625, also known as the Philippine Statistical Act of 2013, PSA consolidated four statistical agencies: the National Statistics Office (NSO), Bureau of Agricultural Statistics (BAS), Bureau of Labor and Employment Statistics (BLES), and the National Statistical Coordination Board (NSCB).

Core Business

PSA’s core function is to provide accurate, timely, and relevant statistics to support evidence-based policymaking and national planning. It is also mandated to implement and manage the PhilSys National ID, a foundational digital ID system for all Filipino citizens and resident aliens.

The agency reports directly to the National Economic and Development Authority (NEDA) and is overseen by the National Statistician and Civil Registrar General.

The PSA’s core competency lies in its data integrity and nationwide statistical infrastructure. With a permanent presence in all 81 provinces and regional centers, it enables localized data collection while maintaining central statistical standards.

Its PhilSys program represents the most ambitious digital identification infrastructure in Philippine history, aiming to deliver inclusive and secure identity management for over 110 million Filipinos.

As a government agency, PSA is funded through the General Appropriations Act (GAA):

  • For fiscal year 2023, PSA was allocated approximately PHP 9.2 billion, a significant portion of which is dedicated to the PhilSys implementation.
